Project Information

The Anambah to Branxton Regionally Significant Growth Investigation Area (RSGA) spans across three local government areas - Maitland, Cessnock and Singleton.

The RSGA is identified in the Hunter Regional Plan 2041 as an area experiencing significant growth across multiple development fronts that requires coordinated planning and infrastructure delivery. The RSGA already contains urban development and residential zoned land which could currently deliver up to 15,000 homes. However, this is likely to grow significantly over the longer term (40 plus years). This is a long-term project that will take several years to plan and deliver.


Purpose

The purpose of the project is to foster a coordinated development approach, ensuring that the RSGA's development is integrated across the entire precinct. The project aims to set the strategic land use and infrastructure planning framework for future development across the RSGA by:

  • Identifying areas suitable for housing, employment, conservation and other land uses

  • Refining the future centres hierarchy

  • Establishing the required network and infrastructure capacity to support the envisaged growth.

  • Identifying staging and sequencing of development to enable infrastructure delivery.


Study Area

The RSGA is located at the convergence of the New England Highway, the Hunter Expressway, and the Main Northern Rail Line and includes parts of Cessnock, Maitland and Singleton local government areas.

Engagement of Urbis and preparation of a Structure Plan

Council has Engaged Urbis to prepare a draft Structure Plan and 14 Technical Studies including:

  1. Population and Dwelling Analysis

  1. Economic and Employment Analysis

  1. Transport Study

  1. Infrastructure Needs Analysis

  1. Community and Social Infrastructure Needs Analysis

  1. Program Wide Strategic Business Case

  1. Biodiversity Assessment

  1. Flooding and Water Cycle Management Study

  1. Bushfire Assessment

  1. Strategic Geotechnical and Mine Subsidence

  1. Odour, Air, Noise and Vibration

  1. Strategic Contamination

  1. Heritage Assessment

  1. Infrastructure Delivery Plan
