Project Information

Council is asking for your input on three draft amended chapters of the Cessnock Development Control Plan (DCP), which outlines the rules for new development that requires a Development Application (DA). The following three draft chapters are on exhibition:

  1. The Vineyards District,
  2. Tourist and Visitor Accommodation on Rural and Conservation Lands, and
  3. Signage and Outdoor Advertising.


What is a Development Control Plan (DCP)?

A Development Control Plan (DCP) gives detailed rules for planning and designing developments, supporting the main planning controls in a council's Local Environmental Plan (LEP). Every council must share their DCPs on the Planning Portal. You can view Development Control Plan/s here.


The three draft DCP chapters on exhibition have been updated as part of a full review of the Cessnock Local Environmental Plan (LEP) and DCP.

The changes ensure the chapters align with Cessnock LEP zone objectives and current planning policies. Outdated content has been removed, and the layout is now standardized to match the current DCP format.

Below is a summary of each draft chapter. More details about the Cessnock DCP and each draft chapter can be found in the FAQs and Explanatory Statements.

  • The draft Vineyards District DCP chapter outlines rules for new developments in the Cessnock Vineyards District that need a Development Application (DA). The area is mainly zoned RU4 Primary Production Small Lots, northwest of Cessnock Town Centre.

  • The draft Tourist and Visitor Accommodation on Rural and Conservation Lands DCP chapter sets rules for new developments such as camping grounds, tourist accommodation, and eco-tourism on land zoned RU2 Rural Landscape, C2 Environmental Conservation, C3 Environmental Management, and C4 Environmental Living.

  • The draft Signage and Outdoor Advertising DCP chapter provides rules for new signage and outdoor advertising in the Cessnock Local Government Area that requires a DA. The FAQ/Explanatory Statement explains which signs don’t need approval. This DCP doesn’t apply to protest signs or temporary signs used by road authorities.
