What is a Local Infrastructure Contributions Plan?

It’s a plan that requires developers to contribute money or resources toward improving local infrastructure, like roads, parks, and other public services, when they build new developments.


Two new plans have been created to help manage local infrastructure contributions in Cessnock:

  1. Draft Cessnock City Wide s.7.11 Infrastructure Contributions Plan: This is an updated version of the current plan. It now has a new end date of 2035 and a more detailed list of projects. This plan will apply to all new housing developments outside the Cessnock and Kurri Kurri areas.

  2. Draft Cessnock City Wide s.7.12 Infrastructure Contribution Plan: Currently, this plan applies to commercial, industrial, and tourist developments in the area. The new proposal is to extend it to include residential developments in the Cessnock and Kurri Kurri areas. The plan will also be renamed to reflect this change.


What’s Changed in the New Plans? Council has reviewed and updated its infrastructure plans to better meet the needs of our growing community. Key changes include:

  • Updated project schedules for infrastructure works

  • Extended the infrastructure delivery date from 2031 to 2035

  • Introduced a new 1% levy under the s.7.12 plan for new residential development in the Cessnock & Kurri Kurri strategic centres to incentivize infill development
  • Updated the s.7.11 plan to include new residential developments in other parts of the LGA

  • Removed the existing Kurri Kurri to Maitland and Millfield local catchments

  • Added new Loxford & Huntlee local catchments, with a $30,000 contribution cap

How to make a submission

The Draft Local Infrastructure Contributions Plans will be on public exhibition from from Friday 28 March 2025 through Friday 9 May 2025 and submissions are invited from the community.

You can also view hard copies of the Draft Local Infrastructure Contributions Plans at:

  • Council’s Administration Building (Customer Relations Section);
  • Cessnock City Library;
  • Kurri Kurri Library

You can make a submission using the online form located below or by clicking this link.

Written submissions should be addressed to The General Manager and will be accepted up until 4:00pm 29 February via:

  • Email to council@cessnock.nsw.gov.au ;
  • In person: over the counter at Cessnock City Council Administration building: 62-78 Vincent St, Cessnock NSW 2325
  • Post to PO Box 152, CESSNOCK NSW 2325
