Project Overview

Council has prepared the Draft On‑Site Sewage Management (OSSM) Strategy 2026-2031, which outlines how Council manages and regulates on‑site wastewater systems across the Local Government Area. These systems, such as septic tanks and aerated treatment systems are used on properties that are not connected to town sewer and play an important role in protecting public health, waterways, groundwater and the environment.

The updated strategy reflects Council’s current OSSM program, aligns with the Office of Local Government’s On‑site Wastewater Guidelines (2025), and provides clear, up‑to‑date guidance for homeowners, installers, wastewater consultants, developers and applicants. It does not introduce major changes to existing practice, instead, it formalises current processes, strengthens best‑practice alignment, and includes considerations specific to Cessnock’s local context.

Your feedback will help Council understand community needs and identify opportunities to improve how the OSSM program is delivered.
