In 2018, a community consultation session was held at Kitchener Poppethead Park and an Ideas Board was developed. A questionnaire was also undertaken seeking feedback on how people use the Park. The information collected through this consultation has informed the Draft Plan of Management.

Plans of Management guide the future development, use and management of community land. They ensure Council is compliant with relevant legislation and outline:

• permissible development and land uses, 
• the purposes for which leases, licences and other estates can be issued, and 
• how Council intends to address management issues identified.
