Poppethead park from the sky

The Kitchener Poppethead Park Draft Plan of Management has been prepared by Cessnock City Council and Extent Heritage and provides direction as to the use and management of Kitchener Poppethead Park. The Draft Plan of Management serves as a tool to:

  • Manage and conserve the environmental and historical significance of the land,
  • Identify and address the legal and policy requirements of managing the land,
  • Identify and manage risks, and
  • Sets out how to promote, and protect the intended use of the land.

Kitchener Poppethead Park is a Council-managed Crown reserve, classified as community land. A Plan of Management is required in accordance with Section 3.23 of the Crown Land Management Act 2016 and Section 36 of the Local Government Act 1993.


The Draft Plan of Management will be on public exhibition from 14 June 2023 to 25 July 2023 and submissions are invited from the community.
