The draft Community Strategic Plan, Together Cessnock 2040, is put together by Council on behalf of the community and sets out a long-term vision for the local government area. It is prepared under the Integrated Planning and Reporting (IP&R) framework in accordance with the Local Government Act 1993 (the Act).

The draft Community Strategic Plan is supported by a four-year Delivery Program (incorporating a 12-month Operational Plan, Budget and Revenue Policy) that outlines actions and projects over the period, and a resourcing strategy (comprising the long term financial plan, asset management strategy and workforce management strategy) that articulates how council will implement and resource the vision of the CSP.
