What is an On‑Site Sewage Management (OSSM) System?
An On‑Site Sewage Management (OSSM) system is a wastewater system that treats and disposes of sewage on your property, rather than sending it to the town sewer network. Common examples include septic tanks, aerated wastewater treatment systems (AWTS), composting toilets, and greywater systems.
What is the purpose of the OSSM Strategy?
The strategy explains how Council manages and regulates on‑site sewage systems to protect public health and the environment. It also provides clear guidance for homeowners, installers, consultants and developers.
Will the Draft OSSM Strategy increase the cost of managing my on-site sewage system?
No. The Draft OSSM Strategy does not propose any new fees or additional costs for residents. The strategy simply formalises Council’s existing processes, aligns them with state guidelines, and provides clearer information for homeowners.
Council’s existing OSSM fees relate only to statutory approvals and the inspection program that already operates under the Local Government Act 1993. The current fees can be found in Council’s Fees and Charges document.
What is the difference between sewage and sewerage?
Sewage is the dirty water and waste that comes from your toilet, shower, kitchen and laundry. It’s the wastewater that needs to be treated.
Sewerage is the system of pipes that carries sewage away from homes and businesses to a treatment plant. It’s the network that moves the wastewater.
What types of OSSM systems are used?
Common systems include septic tanks, aerated wastewater treatment systems (AWTS), composting toilets and greywater systems. Each treats wastewater differently, but all aim to manage sewage safely.
How does Council regulate OSSM systems?
Council oversees OSSM systems through approvals, inspections, monitoring and education. Council also keeps a register of all OSSM systems in our Local Government Area.
Does Council inspect OSSM systems?
Yes. Council carries out routine inspections to make sure systems are safe and working properly. You will get advance notice before an inspection, and you can be there if you want to ask questions.
