Draft Road Safety Plan 2026-2030

Project Overview

Council has developed a Draft Road Safety Plan 2026-2030 to help make our roads safer for everyone who lives, works and visits the Cessnock Local Government Area. The plan focuses on road safety education, awareness and behaviour change, and outlines practical actions Council will take to reduce road trauma across our community.

The Road Safety Plan is shaped by the broader road safety direction set at national, state and local levels. Nationally, Australia’s Road Safety Strategy aims to significantly reduce deaths and serious injuries by 2030. At the state level, the NSW Road Safety Action Plan sets targets for reducing road trauma and outlines priority areas such as safer country roads, vulnerable road users and making safer choices on our roads. Locally, road safety is a key priority identified in the Together Cessnock 2040 Community Strategic Plan, and Council continues to work closely with Transport for NSW, NSW Police, neighbouring councils, schools and local industry to deliver coordinated safety initiatives.

The Road Safety Plan is built on the Safe System approach, which recognises that people make mistakes, but those mistakes should not cost lives. The plan includes actions across four key pillars which form our strategic objectives:

1. Safe People

• Deliver programs and campaigns to encourage safe driving behaviour.
• Maintain a high profile for road safety in the community.

2. Safe Roads

• Provide safe and efficient management & maintenance of Council’s road assets.
• Deliver safe, efficient and standards compliant road and transport infrastructure planning.

3. Safe Speeds

• Support Transport for NSW in their role of setting speed limits to match road function and road user.
• Support NSW Police in enforcement activities.

4. Safe Vehicles

• Encourage the purchase of ANCAP 5 Star rated vehicles and promote consumer awareness of the safety performance of newer vehicles.

These actions are informed by local crash data, community priorities and partnerships with Transport for NSW, NSW Police, neighbouring councils, schools and local industry.

This project is not about road conditions, road maintenance, or future road upgrades. Those matters are addressed through Council’s Delivery Program, Operational Plan and Asset Management Strategy. Instead, this plan focuses on the behaviours, risks and safety challenges that contribute to crashes such as speeding, fatigue, distraction, alcohol, and risks faced by vulnerable road users.
